HII-Camber is currently seeking a qualified person to fill the role of Personnel Recovery Program Management Support at Shaw, AFB, SC . This position is contingent upon contract award.

Duties and Responsibilities:
Collaborate with DoD and other U.S. government agencies on matters pertaining to USCENTCOM PR.
Review all pertinent war plans for currency and accuracy and interact directly with the USAFCENT Operations Directorate Plans division (A3X) to ensure all PR planning, including Survival, Evasion, Resistance, and Escape (SERE) support and manning requirements, is in sync with other mission area initiatives in all USCENTCOM plans and operations.
Analyze requirements and develop course of action recommendations for COMUSAFCENT and USCENTCOM Director of Operations (CCJ3) consideration concerning steady-state and wartime PR plans and operations.
Participate in CONUS and OCONUS U.S.-only and coalition military-to-military planning events and operations.
Coordinate with all necessary agencies, including USCENTCOM PR managers, to incorporate lessons learned from past PR operations into existing war plans to improve future PR event outcomes.
Draft new and revised publications supporting USCENTCOM and USAFCENT PR requirements.
Serve as the JPRC POC for Non-conventional Assisted Recovery (NAR) programs and requirements. Advise and assist in validation of JPRC support and coordination for USCENTCOM and component construct of NAR programs along with identifying gaps in conventional coverage, identifying NAR requirements, and developing procedures to include these capabilities into theater PR plans and guidance.
Apply SERE expertise to conduct reviews and provide situational reports of the USCENTCOM SERE program seeking opportunities to enhance training courses that support personnel tasked to provide SERE support in the USCENTCOM AO.
Manage training for a diverse audience including DoD personnel from Air Force, Army, Navy, Marine and Special Operations units, other government agencies, DoD civilians, and contractors supporting USCENTCOM operations.
Manage initiation and direction of SERE Mobile Training Teams (MTTs) for theater-specific PR operations in response to contingencies, ongoing operations, and war plans.
Manage the USAFCENT SERE Staff Assistance program. Plan and execute CONUS and OCONUS Staff Assistance Visits (SAVs) of USCENTCOM PR staffs and coordination centers. Develop findings and recommendations and craft after-action reports for submission to USCENTCOM and USAFCENT leadership for consideration to institute SERE support improvements in the USCENTCOM AO.
Manage Code of Conduct training requirements and theater Isolated Personnel Guidance (IPG) for the USCENTCOM AOR and coordinate these with Joint Personnel Recovery Agency (JPRA). Audit PR and advanced SERE training courses to assure applicable USCENTCOM and USAFCENT pre-deployment training requirements are satisfied. Ensure Code of Conduct requirements and IPG guidance are incorporated in USCENTCOM plans.
Develop USCENTCOM High Risk and Moderate Risk of Isolation training policies and instruction programs and coordinate with JPRA to ensure compliance with Joint Doctrine and DoD policy.
Review and draft responses to ongoing development of joint and DoD PR doctrine and policy.
Act as Evasion and Recovery Aids program manager; assist with the USCENTCOM Blood Chit Program: order, distribute, and account for all Blood Chits issued to personnel deploying in support of USCENTCOM missions. Prepare annual Blood Chit inventory for submission to JPRA and CCJ3 Special Activities Branch.
Assist with developing policies and programs to aid in the management of Isolated Personnel Reports (ISOPREPs) and Personnel Data Verification (PDV) Cards.
Assist in development of new and review of existing Evasion Plans of Action and Escape and Evasion Kits for effectiveness.
Coordinate with National Imagery and Mapping Agency (NIMA) and other national agencies as required for the development and implementation of DoD Evasion Charts (EVCs) and assist with USCENTCOM component validation of EVC requirements and priorities.
Assist with managing the isolated personnel SERE communication and location device program including the acquisition process, develop employment tactics, techniques, procedures (TTPs) training, and inventory control process.
As POC for Identity Operations (IO) integration into theater PR plans and coordination between USCENTCOM component IO and PR offices, attend and coordinate meetings and working groups at USCENTCOM components to review and process products and deliverables for approval as directed by Chief, A3XR.
Serve as USAFCENT/A3XR SME on Blue Force Biometrics (BFBM) capabilities in support of PR, develop CONOPs, integrate and coordinate efforts between USCENTCOM components, collaborate with DoD and other government agencies to integrate BFBM capabilities into USCENTCOM PR plans and programs.
Serve as USAFCENT/A3XR long-term PR case manager, maintain continuity on open PR events and cases and keep historical record of closed events and coordinate activities with USCENTCOM, DoD, and interagency entities as required to support Missing Persons/Duty Status: Whereabouts Unknown (DUSTWUN) personnel, families, and associated other government agencies.
Support CONUS and OCONUS exercises of command PR architecture and pre-deployment and in-processing training for individuals going to USCENTCOM, Service, and functional component PR staffs by attending planning conferences, developing scripts and mission event synchronization lists (MESLs), and assisting with exercise execution as White Cell and/or Joint Exercise Control Group (JECG).
Support pre-deployment requirements by briefing individuals on USCENTCOM PR business rules, processes, pertinent documents, manuals, regulations, OPORDs, FRAGOs, and messages relevant to the assignment.
Qualifications and Experience:
Experience as USAF 7-Level (Craftsman) SERE Specialist or other service equivalent with a minimum of three years’ PR planning and operational experience at the CCMD, component MAJCOM, or Service/functional component command.
Minimum of one years’ experience with direct support of PR operations in the USCENTCOM AO with experience at the USAFCENT AOC and PR Cell.
Must have attended JPRA Course 301 and AOC Initial Qualification Training Personnel Recovery Coordination Cell Course (AOCIQTPRC).
